Certificate of Entitlement — a government-issued permit required to own and drive a vehicle in Singapore. Prices are determined by competitive bidding held twice monthly. Current range: S$80,000–S$160,000 (~USD $60,000–$120,000). Without a COE, you cannot register a car.
Luxury Car Tax — a 33% tax on the value of a car above the LCT threshold. FY2025–26 thresholds: A$80,567 (standard vehicles) / A$91,387 (fuel-efficient vehicles ≤7L/100km). Only the amount above the threshold is taxed.
Belasting van personenauto's en motorrijwielen — Dutch registration tax based on CO2 emissions. Can be thousands of euros for high-emission ICE vehicles. EVs are fully exempt from BPM.
Normverbrauchsabgabe — Austrian consumption tax based on CO2 emissions, applied at first registration. EVs are fully exempt. Calculated per gram of CO2/km above a threshold.
Additional Registration Fee — 100–220% of the vehicle's Open Market Value (OMV). One of the largest taxes on vehicle ownership in Singapore. A PARF rebate is available when scrapping after 10 years.
CBU (Completely Built Unit): imported fully assembled — 100% customs duty. CKD (Completely Knocked Down): imported in parts for local assembly — 15–30% duty. CKD is typically used by manufacturers, not individual importers.
Özel Tüketim Vergisi — Turkish special consumption tax on vehicles. Ranges from 45% to 220% based on engine size and vehicle value. One of the highest vehicle taxes in the world. EVs receive significant reductions.
Cost, Insurance, Freight — the total value used as the tax base for customs duty calculations. CIF = purchase price + marine insurance + international shipping. Higher shipping costs directly increase your tax liability.

How to Calculate Vehicle Import Costs: The Complete 2026 Guide
Importing a vehicle across international borders involves far more than the purchase price. The true landed cost — what you actually pay to get a car from a foreign auction or dealership into your garage — can be 30% to 300% higher than the sticker price, depending on your destination country. Understanding every cost stage is essential for importers, grey market buyers, and anyone relocating internationally with their vehicle.
Stage 1: Purchase Costs. Whether buying at a Japanese auction (USS, TAA, JU), a US salvage auction (Copart, IAAI), or a European dealer, the purchase price is just the beginning. Auction houses charge buyer fees of 3–6% of the hammer price, plus administrative fees, storage, and export documentation. Dealer purchases typically carry lower fees (2–4%) but higher base prices. Always factor in the cost of a pre-purchase inspection, especially for auction vehicles where you cannot physically inspect the car.
Stage 2: Shipping & Marine Insurance. International vehicle shipping costs vary significantly by route and method. Roll-on/Roll-off (RoRo) shipping is the most economical option at $800–$2,500 depending on origin and destination. Container shipping (20ft or 40ft) costs $1,500–$4,000 but offers better protection for high-value vehicles. Marine insurance typically costs 0.4–0.6% of the vehicle's value and is strongly recommended — it covers total loss, theft, and damage during transit.
Stage 3: Port Handling & Customs Clearance. Upon arrival, vehicles must clear customs before they can be driven or registered. Port handling fees cover unloading, storage, and documentation processing — typically $280–$600. Customs clearance requires a licensed customs broker in most countries, adding $200–$500 in professional fees. The most significant cost at this stage is customs duty, which ranges from 0% (Japan, Hong Kong) to 150% (Bangladesh) of the vehicle's CIF (Cost, Insurance, Freight) value.
Stage 4: Taxes on Import. Beyond customs duty, most countries levy additional taxes on imported vehicles. VAT or GST applies in virtually every country (5–27% of the taxable value). Excise or consumption taxes apply in many markets, particularly for high-displacement or high-value vehicles. Stage 6: Registration & Licensing. The final stage before driving legally includes registration fees, license plates, and first-year road tax. These costs vary enormously — from near-zero in the UAE to over $1,500 in Singapore and Norway. Note that road tax is a recurring annual cost — budget for it every year, not just at import. Denmark's registration tax can reach 150% of the vehicle's value for high-emission ICE vehicles, making EV imports dramatically more attractive.
